Dear Sterndale Bennett,
With reference to your
official letter of the 1st October (F.4410/42/10) you will have seen that we have sent a telegraphic enquiry to the Officer Administering the Government of Hong Kong (our telegram No. 537) to ascertain the facts. In the meantime you may like to have a copy of a Hong Kong Sessional Paper (report of the Excess Population Reduction Committee, copies of which have recently reached us), together with a few notes on that report which Sir Geoffry Northcote has sent to me after reading it. Sir Geoffry Northote will be in London for some time yet, and he has offered to come and discuss the problem if you think it useful. I dare say when we receive the 0.A.G.'s reply to our telegram No. 537 you may think this would be a good idea.
